至今,世界海藻出產國如南韓、墨西哥、菲律賓和日本,也僅能生產出15–30等級的海藻。由沙巴生產的海藻,其品質是全世界公認的30–45等級。目前,市場仍缺乏供應。

海藻擁有非常豐富的礦物元素,佔幹質量的36%。其中的礦物營養素包括鈉、鈣、鎂、鉀、氯、硫和磷;而微量元素則包括碘、鐵、鋅、銅、硒、鉬、氟、錳、硼、鎳和鈷。與碘的建議攝入量相比,海藻具有大量的碘,被稱為碘的養分來源。碘含量最高的是在於褐藻。而在大多數情況下,紅色和綠色藻類含量較低,但仍比陸地上的任何植物高。如人體缺少碘會造成甲狀腺機能異常,因為甲狀腺主要是利用碘來組成甲狀腺激素。除了碘,海藻擁有豐富的鈣質植物來源。鈣是形成人體骨胳及牙齒的成分,也是維持細胞膜正常功能所需;但鈣每日會有流失,因此必須補充,尤其孩子在成長期更是需要。

有些海藻含有較多量的鎂,此元素可以紓解壓力,避免因緊張引起心臟病。海藻含有微量的銅、鋅及錳,此三種微量元素在人體內過量會造成中毒現象,但在肝臟中若無法維持適量,則會導致肝臟受損。銅也能影響鐵的吸收,而錳和血糖量及癲癇病的發生有關。人體若缺乏上述主要及微量元素時,就需要適量補充。平日多攝取海藻就可以補充各種無機元素。

不同種類的海藻擁有的蛋白質含量略有不同。褐藻擁有乾物質的5-11%,紅藻擁有乾物質的30-40%,足以和以豆科植物的蛋白質含量相提並論。綠藻的蛋白質含量高達乾物質的20%,螺旋藻和微型藻類是眾所周知蛋白質含量非常高(乾物質的70%)的藻類。
 
海藻含有的維生素包括胡蘿蔔素、維生素B1、B2、B12和維生素C。海藻的脂肪含量低,即乾物質的1-5%,但是海藻的必需脂肪酸比例仍然比陸地上的植物高。而綠藻更含有豐富的油酸和-α亞油酸含量。海藻具有較高的纖維含量,約佔乾物質的32-50%。數據表明,海藻纖維能夠抗氧化、抗基因突變、抗凝血、抗腫瘤的作用,而且具有修改人體脂質代謝的作用。綠藻和紅藻的可溶性纖維佔總纖維的51-56%、褐藻佔67-87%,可溶性纖維一般都擁有降膽固醇及降血糖的作用。
 
隨著科技的進步,海藻的用途也越來越廣泛,從初始的食品加工業,到今日已能提煉為生物柴油,全球需求量急速倍增。

1.醫藥保健
自遠古時代的中國以來,海藻已被認為是長壽的藥劑,因為它含有豐富的碘(iodine)和鉀(potassium),可以幫助治療甲狀腺腫大和預防血壓升高。近年來,一些研究表明,海藻可降熱、消炎、預防癌症和血栓。實踐証明,藻類有抗菌、止血和利尿屬性。從海藻中提取的Phycolloids往往是用來治療傷口,也可用於治療潰瘍,提高形成結締組織、止血、降低膽固醇和血壓。長期服食海藻更能調節新陳代謝和能量、刺激免疫系統、緩解消化道、淨化血液、防止細菌和病毒感染、保持健康的細胞功能,並支持內分泌腺甲狀腺的正常運作。
2.飼料
藻類能做出非常好的牲畜飼料添加劑(多用於豬、牛、綿羊),因為它們能引起牲畜的食慾,增強免疫系統。將海藻加工成海藻粉,在飼料中添加適當比例的海藻粉餵養禽畜,可明顯加快禽畜生長、減少疾病、提高產量和質量等多種效果。在水產養殖行業,藻類也是魚、蝦、蟹、貝類等重要的食物元素。
3.肥料
海藻製成的堆肥既不包含雜草種子也不含有害蟲繁殖的需求。因此,藻類製成的堆肥不會滋生雜草或害蟲。它也包含了大量的有機物質,以提高土壤和土壤成分的擋水能力,使土壤不容易流失。一些鈣化藻類,如Lithothamnium ,甚至可以用來生產泥灰岩或降低土壤的pH值。
4.工業用途
從海藻內所提取的瓊脂、海藻酸和卡拉膠,廣泛用於食品加工和培養基研究,因為它們是凝膠劑、膠粘劑和乳化劑。同時,藻類也用於造紙、紡織、釀酒、化妝品、油漆製造、牙齒模型、印刷、污水淨化等等。此外,大型藻類也用於生產碳氫化合物(如甲烷),它提供了另一個新的能源來源。
5.環境改善

There are few countries towards whom we feel a greater degree of respect. Its tiny population is numerically less than many of the world's cities. {Note that while the country of El Salvador consists of approximately the same land area as Belize, El Salvador contains thirty times as many people; with an overall population of almost six million people compared with Belize's 310,000. , including 10,000 Chinese from PRC and 100+ from Taiwan - Chinese has 100 year of history as Belize local residence with valuable contribution to the economies.} Yet despite its small population Belize manages to attract the worlds attention for its modern attitudes, stable government and respectful treatment of its indigenous peoples.

Good telecommunications, a great environment, real estate prices that are significantly lower than that of Costa Rica, the best diving in the world, the second biggest barrier reef in the world, a growing offshore tax haven sector, offshore corporate services, developing offshore banking practices, a soon to be established airport free trade zone, an international airport, an established free trade zone at the border-city of Chetumal, close proximity to Cancun, an archeological storehouse of Mayan Ruins (some still not totally explored), a polyglot culture that lives in harmony, proximity to Mexico and the United States, (the fact that we can actually drive from Belize to the United States has some positive values,) a series of Cayes (islands) some of which are available for purchase at prices that are so reasonable they make you want to pack your bags and catch the next plane.

Fishermen encouraged to cultivate seaweed

 If you live in Belize City you've seen or more likely heard the cart man and his familiar refrain of "seaweed". According to experts now in the country, if fishermen play their cards right, all that seaweed in our waters will one day provide them with extra cash, in addition to a healthy drink. News Five's Jacqueline Woods reports.

The cultivation of seaweed, or sea moss as it is well known in the wider Caribbean, is being promoted as an alternative to over fishing. In Belize, seaweed is primarily used to make a local beverage. In the last few years, however, many new products using seaweed have appeared on the regional market prompting those in the local industry to fish for something new. According to Caribbean Natural Resources Institute Research Associate, Allan Smith, Belize is in a unique position because it is home to one of the most marketable of Caribbean seaweeds.

"It is used throughout the Eastern Caribbean, throughout the English Speaking Caribbean. We are actually cultivating in a number of other countries, but the interesting thing is we are cultivating the Belize seaweed that I took from here in 1997. So we are coming back now to pass on the technology, to return the technology to the place where the seaweed originated. We are growing about four different species in other islands, but the most successful one now is the one that you harvest in Belize"

"The scientific name is eucheuma, it grows well, it grows fast, it stays clean on the farm lines, and can be harvested in a very short period of time. It has been most successful than any of the other species that have been grown so far."

Efforts are being made to set up a pilot farm that will include the participation of local fishermen. Today, the first of two workshops got underway at the Belize Fishermen Cooperative Association.

"The real reason we are doing this a conservation organisation is to give fishermen alternatives to over fishing. We want to diversify their options for their income so they don't have to fish out the last fish and they have a variety of different income generating activities, fishing being one of them. But this mariculture of seaweed is actually something that is benign or even helpful for the environment because it absorbs nutrients as you grow it, it provides some habitat for fish, so it is actually a good type of aquaculture, it doesn?t have negative impacts. So we are trying to encourage them how to do it and I think we can make some great products in Belize, made from seaweed."

AQUACULTURE IN BELIZE

Aquaculture is one of the oldest forms of agriculture, having originated in China thousands of years ago. It is defined as: The rearing of aquatic plants and animals in a controlled natural environment, or in man-made ponds, at densities greater than those found under natural conditions; primarily by controlling one or more phases of their biological cycle, or the environment in which they develop.

With the ever increasing demand for seafood products, natural stocks are declining rapidly, creating worldwide concern that measures must be taken to preserve natural fisheries. While the normal yield of the sea is approximately 2 kilograms/hectare, and freshwater fisheries about 12 kilograms/hectare, farm ponds have been known to produce as much as 5000 kilograms/hectare. In addition to food production, aquaculture products can be utilized for genetic engineering, bio-medical research and pharmaceutical purposes.

Belize possesses several competitive advantages, which, when combined, present a bright future for the aquaculture industry here. Our tropical climate allows for year-round production; wide-ranging environments exist for different types of culture methods; there is a labour market surplus; and our geographical location provides proximity to international market destinations. Belize also has a stable government, and offers fiscal incentives to investors, providing for corporate tax holidays and duty exemptions on equipment, among other things.

There is a great local awareness of the value of aquaculture as it pertains to the sustainability of our natural fishery. The Belize Fishermen Cooperative Association, Ltd. (BFCA), which provides legal, educational and technical services to its members, has recently been focusing its efforts on training programs, in order to assist local fishermen in making the transition to farm-based fisheries. The BFCA works closely with the Fisheries Department and some foreign aid organizations to work toward the common goal of fishing sustainability.

The hoped-for result will be the development of small, locally owned shrimp and/or fish ponds, with or without the aid of outside investment. A by-product of these efforts will be a well trained labour force, which further increases the attraction of foreign investment in the aquaculture industry of Belize.

Currently, the majority of investments in Belize aquaculture are in shrimp farming. Other species cultured here include the Australian Red Claw Lobster and fin fish, namely Tilapia and Red Drum. In 1994, export earnings from these enterprises reached US$4.5 million, and conservative estimates for 1997 place that figure at US$12.5 million. It is expected that, by the year 2000, aquaculture earnings will be in excess of US$50 million.

Seaweed was 1st discovered for its medical and nutritional values 2000 years ago. At that time, seaweed was served to Kings as “nutritious” Food. Described as ‘the perpetual balanced natural food’ the goodness of seaweed subsequently found its way to Japan and Korea. As a result, it has now been infused into Japanese and Korean culinary. Seaweed could be found in vegetables while the remaining 64 minerals “only” exist in seaweeds. This includes Omega-3 and 6, which is crucial for mental development/function for growing children.

何謂"文化創意產業"?

台灣定義

文化創意產業(Cultural and Creative Industry),中文詞彙最早由行政院於2002年5月,依照「挑戰2008:國家發展計畫內」的「發展文化創意產業計畫」所確定。文化創意產業為台灣官方定名,各國定義不同,有稱為文化產業創意產業內容產業等。目前世界推動國家較出名者,約有英國、韓國、美國、日本、芬蘭、法國、德國、義大利、澳洲、紐西蘭、丹麥、瑞典、荷比瑞三國等。

針對文化與創意面進行產業發展政策,最早是在1997年由英國閣揆布萊爾工黨內閣所推動的創意產業,同一時期,遭逢亞洲金融風暴南韓,在總統金大中主導下也開始從電影與數位等產業開始發展「文化內容產業」,並成立文化內容振興院與通過文化內容振興法。類似作法者,也包括澳洲、紐西蘭、歐洲諸國等。 而中國近幾年在藝術市場蓬勃、公共展演場地大建設(如798特區)下,除在既有製造業的優勢下群找出路外,也開始重視文創產業的發展,資源投注,並且參考台灣的名詞與官方定義。

根據台灣經濟部文化創意產業推動辦公室所公佈的『定義』、『選定原則』、『產業範疇及主辦機關』如下:

一、文化創意產業的定義: 「源自創意或文化積累,透過智慧財產的形成與運用,具有創造財富與就業機會潛力,並促進整體生活環境提升的行業」。

二、選定原則: (一)就業人數多或參與人數多 (二)產值大或關聯效益大、成長潛力大 (三)原創性高或創新性高及附加價值高

三、產業範疇及主辦機關:

(以下的主辦機關是文建會)

1.視覺藝術產業:凡從事繪畫、雕塑及其他藝術品的創作、藝術品的拍賣零售、畫廊、藝術品展覽、藝術經紀代理、藝術品的公證鑑價、藝術品修復等之行業均屬之。

2.音樂與表演藝術產業:凡從事戲劇(劇本創作、戲劇訓練、表演等)、音樂劇及歌劇(樂曲創作、演奏訓練、表演等)、音樂的現場表演及作詞作曲、表演服裝設計與製作、表演造型設計、表演舞臺燈光設計、表演場地(大型劇院、小型劇院、音樂廳、露天舞臺等)、表演設施經營管理(劇院、音樂廳、露天廣場等)、表演藝術經紀代理、表演藝術硬體服務(道具製作與管理、舞臺搭設、燈光設備、音響工程等)、藝術節經營等之行業均屬之。

3.文化展演設施產業:凡從事美術館、博物館、藝術村等之行業均屬之。

4.工藝產業:凡從工藝創作、工藝設計、工藝品展售、工藝品鑑定製度等之行業均屬之。

(以下的主辦機關是新聞局)

5.電影產業:凡從事電影片創作、發行映演及電影周邊產製服務等之行業均屬之。

6.廣播電視產業:凡從事無線電、有線電、衛星廣播、電視經營及節目製作、供應之行業均屬之。

7.出版產業:凡從事新聞、雜誌(期刊)、書籍、唱片、錄音帶、電腦軟體等具有著作權商品發行之行業均屬之。但從事電影發行之行業應歸入8520(電影片發行業)細類,從事廣播電視節目及錄影節目帶發行之行業應歸入8630(廣播節目供應業)細類。

(以下的主辦機關是經濟部)

8.廣告產業:凡從各種媒體宣傳物之設計、繪製、攝影、模型、製作及裝置等行業均屬之。獨立經營分送廣告、招攬廣告之行業亦歸入本類。

9.設計產業:凡從事產品設計企劃、產品外觀設計、機構設計、原型與模型的製作、流行設計、專利商標設計、品牌視覺設計、平面視覺設計、包裝設計、網頁多媒體設計、設計諮詢顧問等之行業均屬之。

10.設計品牌時尚產業:凡從事以設計師為品牌之服飾設計、顧問、製造與流通之行業均屬之。

11.建築設計產業:凡從事建築設計、室內空間設計、展場設計、商場設計、指標設計、庭園設計、景觀設計、地景設計之行業均屬之。

12.創意生活產業:凡從事以創意整合生活產業之核心知識,提供具有深度體驗及高質美感之產業。

13.數位休閒娛樂產業:凡從事數位休閒娛樂設備、環境生態休閒服務及社會生活休閒服務等之行業均屬之。包括:

香港定義:

據前香港大學文化政策研究中心總監許焯權在《香港創意產業基線研究》中的定義, 文化產業指: 「一個經濟活動羣組,開拓和利用創意技術知識產權以生產並分配具有社會文化意義的產品服務,更可望成為一個創造財富就業的生產系統」。

香港創意產業包括十一個行業類別: 廣告建築藝術古董工藝品設計數碼娛樂電影錄像音樂表演藝術出版刷、軟體電子計算電視電台

香港「創意產業」的概念出現於1990年代末。1999年,藝發局在文化界討論的基礎上首次提及「創意產業」這個概念,引起傳媒的興趣及廣泛報導。2002年,香港貿易發展局發表第一份關於創意產業的報告。報告估計香港當時約有9萬人從事創意產業,而創業產業的產出約佔本地生產總值的2%。2003年,香港特區政府中央政策組委託香港大學文化政策研究中心進行「香港創意產業基線研究」。在該研究報告中,首次按照新的「創意產業」定義界定了香港的十一個行業為創意產業,同時指出2001年至2002年度香港創意產業的產出實佔本地生產總值的近4%,就業人數達170,011人。

從2003年開始,「創意產業」在歷年特區政府的施政報告中均有所提及。2005年,時任行政長官董建華先生在施政報告中更承諾:「加快推動文化及創意產業,是我們的重要工作之一。我會儘快設立文化及創意產業諮詢架構,廣納產業界、文化界,以及相關範疇的外地翹楚,共同參與。我們將與大家一起,探討香港文化與創意產業的發展遠景、路向和組織架構,研究全面發揮優勢,整合資源,重點推進」。現任行政長官曾蔭權先生亦將創意產業納入其施政綱領中,如在石硤尾建立創意藝術中心、成立香港電影發展局等。現時,有關創意產業的政策多由民政事務局工商科技局負責,但遺憾的是,至今政府仍沒有一套全面推動創意產業發展的政策

What  is Creative industries?

Creative enterprises, those engaged in the commercial exploitation of intellectual property-based goods and services imbued with symbolic meaning (i.e., books, film, music), contribute significantly to the economic, social and cultural development of nations. These enterprises form complex networks in content-driven sectors, which in turn make up the creative industries. Their unique characteristics (i.e., original symbolic products) drive and sustain diverse cultural and customary traditions, and enhance social values. At the same time, they generate wealth, increase employment opportunities, and promote trade. Yet, their true value and potential are often underestimated and insufficiently analyzed.

The phrase creative industries (or sometimes creative economy) refers to a set of interlocking industry sectors that focus on creating unique property, content or design that previously did not exist. Economic contributions from creative industries have been increasing, particularly as manufacturing industries have become increasingly automated and process-driven. The economic contributions are often cited as being a growing part of the global economy.

Creative industries typically include industries that focus on: creating and exploiting intellectual property products such as music, books, film and games; or providing business-to-business creative services including advertising, public relations and direct marketing. Aesthetic live-performance experiences are also generally included, which contributes to an overlap with definitions of art and culture, and even aspects of tourism and sport. Economic activities focussed on designing, making and selling objects or works of art such as jewellery, haute couture, books of poetry and other creative writing, and fine art are often included in the sector because the value of such objects derives from a high degree of aesthetic originality.

Some of the key activities of the Creative Industries include:

  • Organize, coordinate and perform activities related to conceptualizing the creative industries, with emphasis on the importance of intellectual property rights;
  • In cooperation with national authorities and professional bodies, work towards the identification of the potential of the creative industries through the mapping of the creative sectors, and assess the needs and working practices in these sectors; develop projects to facilitate the optimal use of the intellectual property system in the creative industries.
